ALLIANCE HONORED BY NJ LIBRARY ASSOCIATION  

The New Jersey Library Association honored the NJ Alliance for Action with the Association's Champion Award at the Association's Annual Conference in Atlantic City. The Alliance was recognized for its leadership in securing voter approval for the Library Construction Bond Act.

PSE&G TO INVEST AT LEAST $14B IN INFRASTRUCTURE  
  
Public Service Enterprise Group plans to invest $14 billion-$17 billion over the next five years in a new infrastructure program.
 
The program would provide an opportunity for annual growth of 8 percent to 10 percent in PSEG's rate base. PSEG expects to file its clean energy plan with the New Jersey Board of Public Utilities later this year.

PORTAL BRIDGE SECURES FUNDING
 
New Jersey is putting up $600 million for construction of the new Portal Bridge over the Hackensack River in Kearny.  The 108 year old bridge's frequent malfunctions and the need to close the bridge for maritime traffic create constant bottlenecks for train traffic heading to and from New York City and is a key part of the Gateway Tunnel project.  The plan calls for the NJ Economic Development Authority to borrow the cash to pay the State's portion of the $1.5 billion replacement. Funding is also expected from the Port Authority of New York & New Jersey and the federal government.
GATEWAY SEEKS FINANCIAL ADVISER 
 
Just days after the State of New Jersey announced it's investing $600 million to pay its share of the new Portal Bridge construction, the Gateway Development Program Corporation, today, authorized a request for proposals seeking a financial advisory firm.  The financial advisor will assist in developing a financial plan and procurement strategy for the Portal North Bridge and Hudson Tunnel projects.

SENATE APPROVES GOVERNOR'S CABINET APPOINTEES 

The New Jersey State Senate has officially confirmed the appointments of:

NJ BPU APROVES PSE&G'S $1.9B GAS SYSTEM MODERNIZATION PLAN
 
The New Jersey Board of Public Utilities has  approved the five-year gas system modernization plan proposed by Public Service Electric & Gas Company (PSE&G), signing off on $1.875 billion in costs over the next five years.


The utility says the program will create more than 3,000 jobs and spur economic growth, along with making the system safer by replacing 875 miles of pipeline.
ATLANTIC CITY OFFSHORE WIND PROJECT SET FOR REVIEW

Great news for the Fishermen's Energy offshore wind-energy project.  Governor Murphy has signed a measure requiring the Board of Public Utilities to hear proposals for the project, which is slated to produce 24 megawatts of electricity.
 
The law mandates the BPU to accept the Fisherman's amended application and review it within 90 days.  The BPU voted down the proposal twice, arguing that it would be too expensive to ratepayers.

ALLIANCE RELEASES WATER INFRASTRUCTURE RECOMMENDATIONS

At the recent Water Infrastructure Symposium, the New Jersey Alliance for Action outlined a series of recommendations regarding steps the State can take to address water infrastructure issues.
 
Recommendations include: 
  • Establish a new matching grant program, financed by a $400 million bond issue recommended by the Joint Legislative Task Force on Drinking Water Infrastructure to begin addressing the need to repair water systems across New Jersey.
  • Require all operators of drinking water, wastewater and stormwater systems to submit asset management evaluations so the State can create an accurate Statewide comprehensive capital needs analysis of planned maintenance, needed repair, replacement and upgrades of systems.    
  • Authorize stormwater utilities and stormwater fees to manage systems and help pay for necessary upgrade investments.  There is currently a bill in the Legislature to create stormwater utilities.  The Alliance has long-supported the creation of stormwater water utilities.
  • Expand the Distribution Service Improvement Charge, also known as DSIC to include sewer and wastewater utilities to help water systems raise revenues to address infrastructure needs.
  • Encourage increased use of the New Jersey Infrastructure Bank and expand its funding capabilities.
  • Adopt regulations to implement the asset management requirements of the Water Quality Accountability Act.
  • Create legislation similar to the Water Quality Accountability Act to require asset management for wastewater and stormwater systems.
  • Encourage municipalities to consider selling their water systems to investor owned utilities that are more easily able to invest in the infrastructure upgrades.
  • Explore implementing a "One Water" concept, whereby decisions are made with drinking water, wastewater and stormwater systems in mind, rather than on a separate basis.

NORTH BERGEN LIBERTY GENERATING POWER PLANT

Alliance for Action President Phil Beachem stood side by side with the Building Trades and other New Jersey leaders to announce plans to build a $1.8 billion natural gas-powered electrical plant  in North Bergen.  Construction of the North Bergen Liberty Generating power plant on a 15 acre site will create over a thousand jobs.  Company leaders say construction can begin soon and be completed by the end of 2022.

NJ TRANSIT HEAD TO ADDRESS ALLIANCE MEMBERS

GOVERNOR MURPHY BUDGET PROVIDES RELIEF FOR NJ TRANSIT BUS CUSTOMERS  

Governor Phil Murphy has announced plans to increase NJ Transit funding by more than $240 million.  The extra money will fund additional bus operators and improvements in on-time performance, such as increasing flexibility to mitigate road construction factors.

PLANS FOR NJIT REDEVELOPMENT PROJECT ANNOUNCED 

NJIT President Joel Bloom and Newark Mayor Ras Baraka have announced plans to build the Gateway MLK redevelopment project.  The existing  building at 240 Martin Luther King, Jr Blvd. contains asbestos and will be abated and dismantled to make room for a new development, which will house 99 market-rate apartment units. The project will include adding 1,300 square feet of ground floor retail space and 100 parking spaces.

CAREER AND TECHNICAL EDUCATION BOND ACT

New Jersey voters will get the chance to vote for a $750 million bond act to fund construction at county vocational school and county college projects if a bill passed by the State Senate moves on and receives the signature of Governor Murphy.  The Career and Technical Education Bond Act, sponsored by State Senate President Steve Sweeney and Senator Steve Oroho, passed the  Senate by a 36-1 vote.

NUCLEAR ENERGY BILL PASSES SENATE AND ASSEMBLY 

This week both the NJ Senate and General Assembly passed S-2313 sponsored by Senate President Stephen M. Sweeney and A-3724 sponsored by Assemblyman John F. McKeon, establishing a zero emission certificate program for nuclear power plants.  The measure will now be sent to NJ Governor Phil Murphy.   The bill provides a $300 million per year subsidy for two nuclear power plants operated by PSE&G - Hope Creek Nuclear Generating Station and the Salem Nuclear Power Plant.  The two nuclear plants provide the state with approximately 40% of its electricity, and are an economic engine for the entire region.

NJ Alliance for Action President Phil Beachem testified before the Senate Budget and Appropriations Committee in support of the bill. 
Similarly Alliance for Action Vice President Chris Hartman testified before the Assembly Appropriations Committee.   Beachem in his testimony noted, "This is the most important economic development legislation for South Jersey. It would be devastating to the region, and the rest of the state, if these plants closed."

GOVERNOR MURPHY ANNOUNCES NEW VISION FOR NJ'S ECONOMIC FUTURE

Governor Phil Murphy outlined his vision for the Hub, a pivotal redevelopment site in downtown New Brunswick that will support New Jersey's economic future as the state's home for research and start-up incubation.

The site, owned by the city of New Brunswick and being managed by DevCo, is approved for up to four million square feet of commercial development that can complement the recent residential, retail, and entertainment growth and development in New Brunswick. The site, which will be adjacent to the New Brunswick train station, provides a strong proximity to existing corporate, medical, and academic research activity and extraordinary public transportation assets.
While development of the Hub is in the earliest stages of a years-long process that will require engagement from multiple partners, Governor Murphy announced that the New Jersey Economic Development Authority (EDA) will immediately begin a planning and implementation study. He also stated that there will be plans for the EDA to identify potential partners for the Hub.

EARLY WORK BEGINS ON PORTAL BRIDGE

Work has begun on the Portal Bridge component of the Gateway regional rail project.  The work is being funded via a $6 million federal grant secured by NJ TRANSIT and $4 million of NJ TRANSIT'S money.

Work under way includes preparing the site for future major construction by relocating utilities, access roads and building an in river pier to receive construction materials.

GOVERNOR'S BUDGET PROPOSAL OUTLINES $242 MILLION IN NEW FUNDING FOR NJTRANSIT

Governor Phil Murphy reinforced his commitment to establishing a safer, fairer, more customer-friendly transit system for New Jerseyans, outlining plans for the additional $242 million state investment in NJTRANSIT announced in his budget address. The 172 percent funding increase for Fiscal Year 2019 will begin putting NJTRANSIT back on track - without a fare hike.

GOVERNOR MURPHY LOOKS TO FUND NJ TRANSIT 
Governor Murphy's first budget calls for an additional $242 million in operating funds for NJ Transit.  He says the extra funding will help NJ Transit stop using capital funds for operational needs.
GOVERNOR MURPHY ESTABLISHES JOBS AND ECONOMIC OPPORTUNITY COUNCIL 

Governor Phil Murphy has signed an executive order establishing the Jobs and Economic Opportunity Council.

The Council will provide economic advice and recommendations for stimulating job growth and workforce development in New Jersey.

JCP&L INFRASTRUCTURE INVESTMENTS 
Jersey Central Power & Light is investing $357 million to upgrade substation equipment.  JCP&L says the projects come after the company spent $308 million in 2017 to build new transmission lines, install voltage-regulating equipment and automated controls.  

FOLEY, INC. ACQUIRES GILES & RANSOME

Foley, Inc. of Piscataway, NJ, has acquired Giles & Ransome, Inc., headquartered in Bensalem, PA.  The transaction was the result of a mutual agreement between both dealerships and Caterpillar.
As a result of the acquisition, Foley CAT's territory expands from northern New Jersey to the Delaware Valley, southern New Jersey and northern Delaware. Foley will continue to operate out of its headquarters in Piscataway, N.J., and will now also operate out of Bensalem, Pa., (Ransome CAT's former headquarters); Whitehall, Pa.; Bear, Del.; and Hammonton, N.J.

VOTERS APPROVE $105.7M FOR SCHOOL CONSTRUCTION
Voters approved school construction proposals totaling nearly $105.7 million in five districts. Most projects were eligible for state funding to cover part of the cost. Approved projects include:

Additions and renovations to middle schools and upgrade of the HVAC system at the high

PORT AUTHORITY BOARD APPROVES SELECTION OF DESIGN-BUILD TEAM FOR REDEVELOPMENT OF NEWARK LIBERTY'S NEW TERMINAL ONE
 
The Port Authority of New York & New Jersey has approved a joint venture of Tutor Perini/Parsons for the design and construction of Newark Liberty's Terminal One.
 
The new, one-million square foot, 33 gate common terminal will replace Terminal A.  Port Authority officials say the $2.7 Billion project will improve customer service, create 23,000 jobs and generate nearly $5 billion in regional economic activity.
 
It is the largest transportation infrastructure design-build contract New Jersey state history.
HOLLAND TUNNEL TO UNDERGO $364 MILLION IN HURRICANE SANDY REPAIRS
 
The Holland Tunnel is set to undergo a massive $364 million overhaul that will see systems damaged during Hurricane Sandy repaired and replaced.

The rehabilitation and resiliency project, which was approved by the Port Authority Board of Directors, is expected to begin next year and take approximately five years to complete.  Around 84 percent of the project cost is expected to be reimbursed by federal funds. 

The devastating 2012 storm filled the tunnel with 30 million gallons of water and caused up to 9 feet of flooding above the north tube roadway. The project will include the repair and replacement of the tunnel's power cables, fire detection system, voice communication system, lighting, and pump room equipment. Repairs will also be made to concrete, drum rings, curbs, ceilings and wall tiles in the tunnel. 

The project will also include various resiliency measures.

The work is slated to begin in the second quarter of next year. 
ATLANTIC CITY ELECTRIC CUSTOMERS EXPERIENCE RECORD ELECTRICITY RELIABILITY IN 2017

Over the past five years, Atlantic City Electric has invested hundreds of millions of dollars on its electric distribution system.  It's working.  In 2017, Atlantic City Electric customers experienced the lowest average number of electric outages in the company's history, as well as the fastest restoration times ever.
 
Distribution improvements include  existing infrastructure inspection, tree trimming, new substation construction, strengthening the transmission system, and installing stronger, tree-resistant aerial cable. The company also is using innovative technologies to improve system reliability, such as specialized equipment that can automatically restore service more quickly or isolate damage

GOVERNOR MURPHY SIGNS EXECUTIVE ORDER TO PROMOTE OFFSHORE WIND ENERGY

Governor Phil Murphy has signed an Executive Order directing the New Jersey Board of Public Utilities to fully implement the Offshore Wind Economic Development Act (OWEDA) and begin the process of moving the state toward a goal of 3,500 megawatts of offshore wind energy generation by the year 2030.
 
Governor Murphy's Executive Order directs the BPU to begin the rulemaking process to fill the gaps in the current regulations governing the OREC program. The Order also directs the BPU New Jersey Department of Environmental Protection to work together to establish an Offshore Wind Strategic Plan for New Jersey. 
GOTTHEIMER CALLS FOR FIXES TO NJ'S TRANSPORTATION INFRASTRUCTURE 

U.S. Rep. Josh Gottheimer, D-5th District, is calling for bipartisan infrastructure legislation that would provide job-creating investments to fix New Jersey's failing roads, bridges and railways.
 
The lawmaker says infrastructure investment is one of the greatest economic multipliers.
"We know that for every dollar we invest in infrastructure, we generate three dollars in output gains," Gottheimer said. "If we make these necessary improvements in New Jersey to our roads, bridges, and tunnels and cut our taxes and unnecessary regulations, we will have the competitive advantage and entice more jobs and businesses to come, not just to our country, but to our state and to do business with us."
 
Gotteimer says states like New Jersey that pay more in federal tax dollars deserve and should expect to get more back in investment.  He says his plan would boost New Jersey's return on investment via grant programs, get the Gateway Tunnel back on track and provide job-creating investments to fix New Jersey's crumbling roads, bridges, and rails and spur economic growth.
