PORT AUTHORITY BOARD APPROVES SELECTION OF DESIGN-BUILD TEAM FOR REDEVELOPMENT OF NEWARK LIBERTY'S NEW TERMINAL ONE
 
The Port Authority of New York & New Jersey has approved a joint venture of Tutor Perini/Parsons for the design and construction of Newark Liberty's Terminal One.
 
The new, one-million square foot, 33 gate common terminal will replace Terminal A.  Port Authority officials say the $2.7 Billion project will improve customer service, create 23,000 jobs and generate nearly $5 billion in regional economic activity.
 
It is the largest transportation infrastructure design-build contract New Jersey state history.
HOLLAND TUNNEL TO UNDERGO $364 MILLION IN HURRICANE SANDY REPAIRS
 
The Holland Tunnel is set to undergo a massive $364 million overhaul that will see systems damaged during Hurricane Sandy repaired and replaced.

The rehabilitation and resiliency project, which was approved by the Port Authority Board of Directors, is expected to begin next year and take approximately five years to complete.  Around 84 percent of the project cost is expected to be reimbursed by federal funds. 

The devastating 2012 storm filled the tunnel with 30 million gallons of water and caused up to 9 feet of flooding above the north tube roadway. The project will include the repair and replacement of the tunnel's power cables, fire detection system, voice communication system, lighting, and pump room equipment. Repairs will also be made to concrete, drum rings, curbs, ceilings and wall tiles in the tunnel. 

The project will also include various resiliency measures.

The work is slated to begin in the second quarter of next year. 
ATLANTIC CITY ELECTRIC CUSTOMERS EXPERIENCE RECORD ELECTRICITY RELIABILITY IN 2017

Over the past five years, Atlantic City Electric has invested hundreds of millions of dollars on its electric distribution system.  It's working.  In 2017, Atlantic City Electric customers experienced the lowest average number of electric outages in the company's history, as well as the fastest restoration times ever.
 
Distribution improvements include  existing infrastructure inspection, tree trimming, new substation construction, strengthening the transmission system, and installing stronger, tree-resistant aerial cable. The company also is using innovative technologies to improve system reliability, such as specialized equipment that can automatically restore service more quickly or isolate damage

GOVERNOR MURPHY SIGNS EXECUTIVE ORDER TO PROMOTE OFFSHORE WIND ENERGY

Governor Phil Murphy has signed an Executive Order directing the New Jersey Board of Public Utilities to fully implement the Offshore Wind Economic Development Act (OWEDA) and begin the process of moving the state toward a goal of 3,500 megawatts of offshore wind energy generation by the year 2030.
 
Governor Murphy's Executive Order directs the BPU to begin the rulemaking process to fill the gaps in the current regulations governing the OREC program. The Order also directs the BPU New Jersey Department of Environmental Protection to work together to establish an Offshore Wind Strategic Plan for New Jersey. 
GOTTHEIMER CALLS FOR FIXES TO NJ'S TRANSPORTATION INFRASTRUCTURE 

U.S. Rep. Josh Gottheimer, D-5th District, is calling for bipartisan infrastructure legislation that would provide job-creating investments to fix New Jersey's failing roads, bridges and railways.
 
The lawmaker says infrastructure investment is one of the greatest economic multipliers.
"We know that for every dollar we invest in infrastructure, we generate three dollars in output gains," Gottheimer said. "If we make these necessary improvements in New Jersey to our roads, bridges, and tunnels and cut our taxes and unnecessary regulations, we will have the competitive advantage and entice more jobs and businesses to come, not just to our country, but to our state and to do business with us."
 
Gotteimer says states like New Jersey that pay more in federal tax dollars deserve and should expect to get more back in investment.  He says his plan would boost New Jersey's return on investment via grant programs, get the Gateway Tunnel back on track and provide job-creating investments to fix New Jersey's crumbling roads, bridges, and rails and spur economic growth.

REPORT URGES MAJOR INVESTMENT IN NJ'S AGING, LEAKING DRINKING WATER PIPES

The Joint Legislative Task Force on Drinking Water Infrastructure has approved a report outlining the dire condition of New Jersey's aging drinking water infrastructure and recommendations to legislators for fixing the problem.  The report urges the Legislature to create a new grant program, financed by $400 million in bonds, to begin urgent upgrades to the state's complex patchwork of drinking water systems, especially smaller systems and those in economically distressed communities.
PARTNERSHIP PLANS 156 NEW APARTMENTS OF CAMDEN WATERFRONT


A real estate partnership building an office tower on the Camden Waterfront will also develop a 156-unit apartment complex on Cooper Street.

The 11 Cooper complex will include studio, one- and two-bedroom apartments, including about 30 affordable units.
 
AC OCEAN WALK COMPLETES PURCHASE OF REVEL

AC OCEAN WALK, principally owned by Denver-based Integrated Properties has purhased the former Revel Hotel for $200 million.

The group said the property will be re-opened as the Ocean Resort Casino this summer.

The Ocean Resort Casino is a 1,399-room venue that sits on 20 acres along the Atlantic City boardwalk. The former Revel Casino has an attached 7,700-space parking structure.

When fully operational, AC said it will provide up to 3,000 jobs to Atlantic City.

AC OCEAN WALK said its plans include 138,000 square-feet of gaming space, the 165,000 square-foot convention center as well as the 5,700-seat concert hall.

Voters recently approved school construction proposals totaling approximately $185 million in nine districts.

Nearly all were eligible for state funding to cover part of the cost.

PAULSBORO'S WATER AND SEWER SYSTEMS TO GET REPLACED 

State officials have announced new funding to award Paulsboro with rural development funding totaling more than $4.1 million. The funding will be used to replace deteriorating and aging portions of the water and sewer systems along Thomson Avenue in Paulsboro.

PORTAL BRIDGE GROUND BREAKING 

Governor Chris Christie and other key officials have broken ground on the replacement of the Portal Bridge, a two-track 110-year-old swing span structure over the Hackensack River in Kearny and Secaucus, known for malfunctioning and causing delays on the busiest-in-the-nation Northeast Corridor.

The Portal Bridge, built in 1907 and owned by Amtrak, is one of the heaviest trafficked railroad bridges in the Western Hemisphere. NJ TRANSIT carries approximately 150,000 passengers per day on almost 400 trains.

SJI ANNOUNCES ACQUISITION OF ELIZABETHTOWN GAS AND ELKTON GAS FROM SOUTHERN COMPANY GAS

South Jersey Industries is set to become the second largest natural gas supplier in New Jersey.  The firm is acquiring New Jersey-based Elizabethtown Gas and Maryland-based Elkton Gas from Pivotal Utility Holdings, Inc., a subsidiary of Southern Company Gas.

Upon the successful completion of merger, SJI will provide service to more than 675,000 customers. In addition to Elizabethtown Gas' 288,000 customers, the company will also add over 6,000 customers in Maryland as part of the deal.

SJI is acquiring both companies for total consideration of $1.7 billion, with an effective purchase price of $1.4 billion after taking into consideration the present value of tax benefits associated with the transaction.

WILLIAM PATERSON UNIVERSITY UNVEILS NEW ACADEMIC BUILDING 
 
William Paterson University unveiled Part 1 of its $31M renovation project.  Preakness Hall, which was partially funded by New Jersey's "Building Our Future" bond act, includes kinesiology laboratories, 14 smart classrooms with 133-inch high-definition projectors, a 90-seat auditorium, a writing center and faculty offices for the Departments of English and Philosophy.

The second phase is expected to be completed by the summer of 2018. 

DONG ENERGY TO BECOME Ã˜RSTED

DONG Energy, which is hoping to build a new wind farm off the New Jersey coast, is changing its name to Ã˜rsted.  Ã˜rsted officials promoting Ocean Wind say the project will involve an offshore wind farm approximately 10 miles offshore and have the capacity to power more than 500,000 homes and businesses in New Jersey.

PORTAL BRIDGE REPLACEMENT MOVES AHEAD 
Replacement of the century-old Portal Bridge advanced a significant step with approval by the Federal Transit Administration. It was an important mark toward obtaining federal funding for the $1.6 billion project. 

Replacing the old bridge over the Hackensack River in Kearny is part of the planned Gateway Rail Tunnel program under the Hudson River. 

PLANNING FOR TRANS-HUDSON TUNNEL MOVES AHEAD WITH RELEASE OF DRAFT EIS
The Planning process for a proposed new trans-Hudson rail tunnel is moving forward this month with public review of the latest draft of the tunnel's alignment and its potential impact on the environment.
A series of public hearings on the proposed tunnel's draft environmental impact statement has been completed.  Alliance for Action Vice President Chris Hartman testified at the August 3rd hearing in Secaucus, NJ stressing the economic benefits of a new Rail Tunnel to the entire region, while noting the degradation of the current rail tubes.  Federal and state officials are also collecting public comments on the tunnel, which would be built as part of the larger Gateway transportation project, through August 21.
The public hearings and the collection of public comments are important steps in the tunnel project's planning process, which currently calls for a final environmental impact statement to be issued next spring to allow for construction to get underway in 2019.
The new tunnel between North Bergen and New York's Penn Station is the most significant feature of the Gateway initiative, which also involves other infrastructure improvements in the region, including the planned replacement of a key rail bridge spanning the Hackensack River near Secaucus Junction.
The current trans-Hudson tunnel that's utilized by both Amtrak and New Jersey Transit supports an estimated 200,000 daily train passengers, but it is already more than a century old. The existing tunnel, which features two tubes that allow for traffic in each direction, was also damaged by Superstorm Sandy in 2012, and is in need of repair. Transportation officials have warned that if just one of the two tubes were to go out of service for emergency work, there would be a reduction in overall rail capacity of 75 percent.
EDA OFFERS $32 MILLION TO BROOKLYN TECH TO MOVE TO STATE

The New Jersey Economic Development Authority (EDA) offered $32 million over ten years in incentives to a Brooklyn based tech company to move its headquarters to the 11-acre former Hoffman-LaRoche site on the boarder of Nutley and Clifton.  Modern Meadows move would create 263 new jobs and invest more than $20 million to construct a 120,000-square-foot facility. 

The EDA wants to entice the company to move to New Jersey instead of Farmingdale, New York.  The EDA estimated the gross benefit to New Jersey to be $63 million.

ATLANTIC CITY ELECTRIC INFRASTRUCTURE IMPROVEMENTS TO CONTINUE 

Atlantic City Electric PowerAhead Infrastructure program continues with approval by the BPU as park of strong improvements in New Jersey by the state's utility industry. 

BPU President Richard S. Mroz said the $57 million five-year program is designed to address vulnerable areas of the electric system that experience extended outages during recent storms.  Park of the work will increase system automation for faster and safer restoration. 

NJEDA HEADQUARTERS RENAMED TO HONOR THE LATE CAREN FRANZINI
              
Legislation to rename the New Jersey Economic Development Authority headquarters in Trenton to the "Caren Franzini Memorial Building" was signed into law recently by Gov. Chris Christie.
Franzini led the EDA for nearly two decades and has made significant contributions toward improving the Garden State's business climate. Franzini was a member of the New Jersey Alliance for Action Board of Directors.
Franzini joined the EDA in 1991 as its deputy director, and became head of the agency from 1994 to 2012 before founding her own firm, Franzini Consulting LLC in Lambertville.
Franzini died on January 25.
HOWARD HUGHES CORP. PROPOSES CONCEPT PLAN FOR WEST WINDSOR 

The Howard Hughes Corporation submitted a concept plan earlier this year to redevelop the 653-acre area formerly occupied by American Cyanamid in West Windsor Township. The concept plan proposes developing the site into a mixed-use complex of retail, office, hotel, residential and community spaces, with easier access to the Princeton Junction rail station. 

The site was bought by The Rouse Co. in 2004. Rouse then merged with General Growth Properties, which later restructured and spun off Howard Hughes Corp. in 2010.


In the proposed concept plan, over 240 acres have been designated for open space and preserved areas.  The proposal also includes 32 acres for a potential school and community recreation within a walkable live-work-play environment featuring a mix of housing options, office buildings, a hotel and a Village Center with shops, restaurants and public spaces for socializing and gathering

Governor Chris Christie announced the appointment of James DiGiulio as Chief Counsel. DiGiulio is an attorney at the Cedar Grove law firm of O'Toole Scrivo, Fernandez Weiner Van Lieu, LLC, and he previously served as a Senior Counsel in the Governor's Office.

DiGiulio will replace Chief Counsel Gregory Acquaviva, who is assuming his new role as a Superior Court judge, a position to which he was nominated by Governor Christie and approved by the state Senate.

NEW LEADERSHIP FOR NJ HOSPITALS 

RWJBarnabas Health named two new presidents for its Robert Wood Johnson University Hospital campuses in New Brunswick and Somerville.

John Gantner, the Executive Vice President and chief integration officer will be the CEO and President of the New Brunswick hospital.  Anthony Cava was named President for Robert Wood Johnson University Hospital Somerset in Somerville after serving as chief administrative officer.

  • Richard Anderson, has been named the new CEO of Amtrak.  He will immediately share the CEO duties with Wick Moorman through December and take over the post next year.  Anderson formerly ran Northwest Airlines and most recently served as executive chairman of Delta's board of directors.
